IFO/MnSCU Agreement, 2003-2005
Tentative Settlement, July 1, 2004
(With references to the 2001-2003 Agreement)
This document is not intended as a substitute for the actual language of the Agreement and may not be used as authority in any dispute regarding the meaning or application of any provision of the actual Agreement.
Subject to applicable laws and policies the IFO and local Faculty Association may use campus e-mail and Internet postings to communicate with the faculty. (Article 6, Section D, page 22)
Head coaches shall be evaluated by the same campus evaluation timelines as other faculty rather than by March 1st as previously stipulated. (Article 10, Section G, Subd. 8, page 32)
A notice of non-renewal shall be given within 20 days following conclusion of the relevant sport’s season including any post-season play rather than by March 15th in the final year of the appointment. (Article 10, Section G, Subd. 8, page 32)
Agreement creates joint task force to assess all aspects of faculty compensation with recommendations and timetable to the IFO Board and MnSCU Board of Trustees. (Article 10, Section K, page 35)
Agreement creates a joint task force to develop a methodology for costing teaching assignments and alternative assignments. (Article 10, Section K, page 35)
Salaries (Article 11)
Article restructured by type of appointment (i.e. returning faculty, promoted faculty, new faculty, retiring faculty and part-time faculty) rather than by fiscal year.
Promotion steps (2 steps or 4.8%) are no longer tied to a particular fiscal year.
Clarification that all part-time faculty other than those holding adjunct or community faculty appointments are paid pro rata based upon the salary schedule.
Salary schedule simplified and now reflects only one numbering scheme for steps (previously referred to as “new style” steps).
Supplemental deductions and employer match payments are no longer tied to a specific fiscal year. (Article 15, Section C, page 65)
Limits record in personnel file to a notation that an oral reprimand has been given. (Article 24, Section A, Subd. 1, page 94)
Length of investigative suspensions reduced from 30 to 20 days unless formal notice from campus President is provided to local Faculty Association to extend suspension period by an additional 10 days. (Article 24, Section B, pages 94-95)
Effective fall semester 2004 the number of credits eligible for tuition waiver is increased to 30 credits from the present 27 credits. Further, the counting of such credits will begin with fall semester and continue to the following summer sessions. Previously, the counting period ran from first summer session to the following spring. (Article 27, Section G, page 103)
Expedited arbitration procedures shall be used for all disciplinary actions labeled as such by the administration. Expedited arbitration may be used for other arbitrations if mutually agreed upon between the parties. (Article 28, Step IV, pages 105-106)
Prior consideration will be given to fixed term, head coaches and non-tenure track faculty for probationary appointments for which they are qualified. (Article 29, Section D, page 109)
After consultation with the department the President may grant tenure to a transferring faculty member from another Minnesota state university who holds tenure at that institution. (Article 31, Section C, page 115)
