2010 IFO DELEGATE ASSEMBLY
PROPOSED STANDING RULES
Rule 1 Robert’s Rules of Order, latest edition, except as modified by these Standing Rules, shall be the standard of and govern parliamentary procedure.
Rule 2 Delegates and alternates must register at the registration desk. The Credentials Committee shall determine the roll of the Assembly at each meeting and report at a time provided in the order of business.
Rule 3 Delegates from local Associations shall be seated by campus, the presidents acting as chairpersons of their delegations. Members of the Board of Directors and Committee Chairpersons shall be seated with their local delegation. Guests and members of the Associations who are not delegates shall be seated apart from the voting delegates.
Rule 4 If a properly registered delegate arrives late or leaves for an emergency reason, a duly qualified alternate may take his/her place. Upon the return of the delegate, the alternate shall return to her/his seat apart from the voting delegates.
Rule 5 Meetings of the Delegate Assembly shall be open to all members of the IFO insofar as seating arrangements permit. Without objection or by majority vote of the Assembly, a non-delegate member may address the Assembly.
Rule 6 The adoption of the Order of Business shall be the first item of business following the adoption of the Standing Rules of the Assembly.
Rule 7 No delegate, alternate, or member shall speak longer than three minutes in each instance unless permission is granted without objection or by majority vote of the Assembly.
Rule 8 In speaking to a question, speakers shall first identify themselves by name and campus before proceeding to the substance of their comments.
Rule 9 A main motion must be submitted in writing if requested by the presiding officer.
Rule 10 Voting shall be by voice or by rising vote. Upon demand of one-fifth of the voting delegates, the roll of campuses shall be called and local presidents shall report the number of individual votes for the record.
Rule 11 The Resolutions Committee shall consist of the IFO President and the local Association Presidents or their designees.
Rule 12 The Resolutions Committee shall prepare a list of new and continuing resolutions for distribution to the local Association delegates seven (7) days prior to the Delegate Assembly. During the Delegate Assembly these resolutions shall receive preliminary consideration at caucuses of the local Faculty Association Delegations before being brought to the floor of the Assembly for adoption, modification, or rejection.
Rule 13 All new resolutions must be submitted to the Resolutions Committee through the IFO Office no later than ten (10) days prior to the Delegate Assembly. Only those new resolutions which have the signature of both the proposer and a seconder, each of whom must be an IFO member, shall be accepted by the Resolutions Committee for presentation to the Assembly. Resolutions with two or more submitters shall be deemed to have been seconded.
Rule 14 All resolutions passed by the previous General Delegate Assembly shall be presented to the Assembly in the form of continuing resolutions for adoption, modification, or rejection unless the Resolutions Committee determines that they have already been accomplished or are no longer applicable. Each group of continuing resolutions shall be brought to the floor of the Delegate Assembly and voted in a block unless ten delegates ask to separate out a specific resolution for individual consideration.
Rule 15 A resolution not submitted in accordance with Rule 13 shall be placed before the Assembly if at least one-half (1/2) of the voting delegates vote to consider it. Such resolutions shall be submitted in writing to the presiding officer. A two-thirds (2/3) majority of voting delegates shall be required for the adoption of any resolution so submitted.
